China has announced a significant expansion of its green mine construction initiative, extending the program to cover all mines across the country as part of its broader low-carbon transformation efforts. This move underscores China’s commitment to sustainable development and environmental conservation, with specific measures outlined in a recent circular jointly issued by seven government departments.
The circular, which key ministries including the Ministry of Natural Resources and the Ministry of Ecology and Environment issued, aims to promote environmentally friendly practices in all phases of mineral resource extraction. Green mines are mines that implement scientific and orderly extraction methods that minimize ecological disturbances and ensure sustainable resource utilization.
China’s green mine portfolio
China boasts over 1,000 national-level green mines and more than 3,000 green mines at the provincial level and below. The circular seeks to streamline their management by eliminating city or county-level green mines. After evaluation, China may also merge existing mines under the provincial-level list. In addition, it seeks to select national-level green mines from the provincial-level list and make them accessible to the public. Besides, China established criteria for the removal of green mines that do not meet the required standards.

Standardizing certification process
To ensure consistency and credibility, the circular outlines standardized procedures for certifying green mines in China. Third-party assessment agencies will be government-funded to avoid undue financial burden on mining companies. Stringent regulations govern the qualifications and conduct of assessment agencies, reinforcing the integrity of the certification process.
In addition to certification, the circular advocates for the adoption of green and intelligent mining practices. Tax incentives will incentivize high-tech companies to prioritize environmental protection, energy efficiency, and resource conservation. The initiative aligns with China’s broader agenda to enhance sustainable development across industries.
By 2028, the circular aims to optimize the construction mechanism for green mines across China. It seeks to ensure that the majority of large-scale and medium-sized mines meet established green standards. Moreover, local authorities are encouraged to tailor green mine standards to the specific needs of small-scale mining operations, fostering widespread adoption of sustainable practices nationwide.
