The Central African Republic has taken a decisive step toward modernizing its public administration with the official launch of Dûnîa. This comprehensive digital platform fully digitizes the Ministry of Economy, Planning and International Cooperation (MEPCI).
It is the first time in the country’s history that an entire ministry has been transformed end‑to‑end. This transformation covers internal workflows, administrative procedures, and collaboration with external partners.
Under the patronage of President Faustin Archange Touadéra, the platform is a key initiative of the National Development Plan (NDP 2024–2028). Moreover, it marks a major change in how economic governance, development planning, and international cooperation are managed.

A new digital backbone for economic governance
According to Professor Richard Filakota, Minister of Economy, Planning and International Cooperation, Dûnîa represents far more than a standard e‑government tool.
Built on an open‑source microservices architecture, the platform offers 99.8 percent system availability and encrypted data structures. Additionally, it provides full API interoperability. It automates HR and budget management, digitizes document workflows, centralizes project management, and models macroeconomic analyses. Furthermore, it ensures transparent tracking of international financing.
Efficiency, transparency, and anti‑corruption gains
The digital transformation is already delivering measurable improvements:
- Administrative processing times reduced by up to 70 percent
- 40 percent of human resources freed for higher‑value tasks
- Up to 30 percent savings on recurring administrative costs
All processes are now digitally traceable, significantly reducing opportunities for corruption. Automated reporting aligned with international standards strengthens accountability and improves oversight.
A major innovation is the central project register, which consolidates all governmental, international, and humanitarian initiatives into a single database. This eliminates information gaps, prevents duplication, and enhances the strategic use of development funds.

Managing over $9 billion in development finance
Dûnîa directly supports the implementation of the National Development Plan 2024–2028, backed by more than $9 billion mobilized during the International Investors Roundtable in Casablanca in September 2025.
By coordinating all development projects digitally, the government expects:
- 15–20 percent reduction in project overlaps
- Faster disbursement of funds
- Improved impact assessments
- Better territorial balance in public investment
Digitalization is becoming the central instrument for effective development management and evidence‑based policymaking.

Public–private partnership driving digital sovereignty
The platform was developed in partnership with the Central African technology firm EDEN TiiiT, led by entrepreneur Cédric Pidjou, who personally pre‑financed earlier phases of the project. The model highlights the growing role of the national private sector in the country’s digital transformation.
The name Dûnîa means “the world, the universe, a place with infinite solutions” in Sango. It reflects the country’s ambition to open itself to global innovation, strengthen its digital potential, and accelerate economic growth through technology.
The launch of Dûnîa marks not only a technological achievement but also a strategic foundation for sustainable development, institutional stability, and renewed international cooperation.
